Dear Lacey Township,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
Employee roster for Lacey EMS of all members who receive a paycheck from Lacey EMS and receive LOSAP from the township. A side by side comparison of the members who receive both a paycheck and losap.

The Township of Lacey does not maintain payroll for the Lacey EMS. As
stated inprevious correspondence, please be advised
"The NJ Appellate division has upheld that organizations such as
Lacey Township EMS are not covered by OPRA. They operate independently
and their officers and leadership are not appointed by the township.
They do
no conduct public business and they are a registered non-profit. This is
uniquely different than the fire department which operates under the
township's authority and ultimate control. The NJ Appellate Division
has upheld Brooks vs. Tabernacle Rescue, just because the
Township authorizes the agency to operate in the community and provides
some
operating funding does not subject the organization to OPRA
If you are not satisfied with this answer you can file a complaint
with Government Records council.

Dear Veronica Laureigh,
The Township seems to be hiding or refusing to verify the fact LOSAP is being issued to paid employees. Is there an internal check the township does to verify if an individual receives a paycheck they are not receiving LOSAP also. Is their a policy or procedure in place to verify this? If so please send a copy.
