Mr. Roberts:
The Township of Chester received your Open Public Records Act (OPRA)
request on December 6, 2017.  As such, the seven (7) business day deadline
to respond to your request is December 15, 2017.  This response to your
request is being provided to you on the 6th business day after the
custodian's receipt of said request.
You requested the following:
"...copies of all OPRA requests from September 1, 2017 to December 5,
2017."
Attached please find all responsive documents.  Please be advised that
non-commercial phone numbers and email addresses have been redacted. 
N.J.S.A. 1A-1.1, Article #17 provides that unlisted telephone numbers are
exempt from disclosure.  In addition, N.J.S.A. 1A-1.1, Article #24,
provides that "a public agency has a responsibility and an obligation to
safeguard from public access a citizen's personal information with which
it has been entrusted when disclosure thereof would violate the citizen's
reasonable expectation of privacy."  
The records provided do not included OPRA requests submitted to the
Chester Police Department.  As per Chester Township Ordinance 2014-14, the
Police Chief is the custodian of all records of the Township Police
Department.  If you wish to receive copies of OPRA requests submitted to
the Chester Police Department, please contact Chief Thomas Williver at

If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have a
right to challenge the decision by Chester Township to deny access. At
your option, you may either institute a proceeding in the Superior Court
of New Jersey or file a complaint with the Government Records Council
(“GRC”) by completing the Denial of Access Complaint Form.  You may
contact the GRC by toll-free telephone at [2]866-850-0511, by mail at P.O.
Box 819, Trenton, NJ, 08625, by e-mail at [3][email address], or at
their web site at [4]www.state.nj.us/grc. The Council can also answer
other questions about the law.  All questions regarding complaints filed
in Superior Court should be directed to the Court Clerk in your County.
