Dear Ms. Taeho:

The Borough received your written OPRA request on Thursday, May 28, 2020.
As previously advised, the deadline within which to respond was extended
following Governor Philip D. Murphy's issuance of Executive Order No. 103
(and subsequent extensions thereof) declaring a State of Emergency and
Public Health Emergency in the State of New Jersey due to the COVID-19
pandemic.

In response, please find the requested Use of Force Reports for the time
period requested. Please note that appropriate redactions were made where
indicated to remove the names and addresses of subjects arrested for
reasons concerning their mental state. In these instances, there is a
reasonable expectation of privacy sufficient to preclude the release of
their names on the UFRs on which they are listed. These redactions were
made pursuant to N.J.S.A. 47:1A-1.1 (personally identifying information);
N.J.S.A. 47:1A-1 (".a public agency has a responsibility and an obligation
to safeguard from public access a citizen's personal information with
which it has been entrusted when disclosure thereof would violate the
citizen's reasonable expectation of privacy."). See also Rivera v. Office
of the County Prosecutor, 2012 N.J. Super. Unpub. LEXIS 1921.
