OPRA Request – Outstanding Tax Sale Certificates from 2023 through 2025 that have not been redeemed.

The request was refused by East Orange City.

Dear East Orange City,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

Dear Records Custodian,
Pursuant to the New Jersey Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), I respectfully request access to records maintained by the Tax Collector’s Office reflecting all tax sale certificates sold between January 1, 2023 through December 31, 2025 that remain unredeemed as of the date this request is fulfilled.
For each certificate, please include the property address, block and lot, certificate number, sale date, purchaser name, and original lien amount, if available.
If maintained by your office, please also provide any report, list, or record identifying tax sale certificates that are currently outstanding or unredeemed.
I request that these records be provided in electronic format (Excel, CSV, or searchable PDF) if available.

If any portion of this request is denied, please cite the specific statutory exemption under OPRA supporting the denial.

Thank you for your assistance.

Dear East Orange City,

Please pass this on to the person who conducts Open Public Records Act reviews.

I am writing to request an internal review of East Orange City's handling of my OPRA request 'OPRA Request – Outstanding Tax Sale Certificates from 2023 through 2025 that have not been redeemed.'.

This request was submitted on March 25, 2026. Under N.J.S.A. 47:1A-5(i), a custodian of records is required to respond to an OPRA request within seven (7) business days of receipt. As of the date of this letter, no records have been produced and no lawful basis for denial or extension has been communicated, placing this response significantly outside the statutory deadline.

I respectfully request the following:
1. An immediate internal review of why this request has not been fulfilled.
2. A written response indicating the status of the request, any applicable exemptions being claimed, or a firm production date for the requested records.
3. If records are being withheld in whole or in part, a written statement citing the specific statutory exemption(s) under OPRA.

A full history of my OPRA request and all correspondence is available on the Internet at this address: https://opramachine.com/request/opra_req...

Yours faithfully,

Nikki Thomas
