Good Afternoon,

The Township is in receipt of your OPRA request

As a result of the State of Emergency, building access restrictions and
delay in availability of personnel needed to provide responsive records to
the Records Custodian, the deadline for your request has been extended to
September 8, 2020.

In the meantime you can sign up to have access to the portal to view
permits from 2005 to current.  Below you will find instruction to access
the portal.

PERMIT/NEW APPLICATION/INSPECTION STATUS

For your convenience, information regarding the status of existing
permits, new permit applications, permit updates, and inspection status
can be obtained by visiting our website. Please refer to the steps below:

• Access our website: [1]www.franklintwpnj.org

• Once on the home page, click on the tab marked “Online requests and
permits” and log in. If you are a first time user you will be asked to
create a new account. Once you have created your account you will be able
to log in and access information as needed.

• After you have logged in you will see a box titled “Permit Status
Check.” There you will find a text box where you can enter a permit number
or a control number. If you do not have that information available, click
on the link titled “Full Permit Search” located directly below the text
box. You will then be able to search for the information by property
address.

Note: When entering the property address, do not include the word Avenue,
Street, Drive, etc. Only use the house number and street name – i.e. 123
Main.

• All available records associated with that permit number/control
number/address will appear on your screen. Simply click on the appropriate
record and you will be provided with the related detail.

Thank you,

Nancy Zumbana

Dear Mr. Chan:

The Township of Franklin received your Open Public Records Act (OPRA)
request on August 7, 2020.  The official Records Custodian, Ann Marie
McCarthy, received your OPRA request on August 7, 2020.  As such, the
seven (7) business day deadline to respond to your request is August 18,
2020 with an extended deadline until September 8, 2020 due to the pandemic
of COVID-19.

The following records are being provided in their entirety and are
responsive to your request

·         Underground storage tank removal permit  – see attached

·         Environmental emergency response  – see attached NJ DEP #

Your request for environmental compliance files and waste disposal records
is denied.  There are no records on file responsive to your requests.

If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have the
right to challenge the decision by the Township of Franklin to deny
access.  At your option, you may either institute a proceeding in the
Superior Court of New Jersey or file a complaint with the Government
Records Council (GRC) by completing the Denial of Access Complaint Form.
You may contact the GRC by toll-free telephone at 866-850-0511, by mail at
P.O. Box 819, Trenton, NJ 08635, by email at [1][email address], or at
their web site at [2]www.state.nj.us/grc.  The GRC can also answer other
questions about the law.  All questions regarding complaints filed in
Superior Court should be directed to the Court Clerk in your County.

Very truly yours,
