Fisher at the Totowa Police Department on March 16, 2022 at approximately 11:00 a.m., in connection with the Stephanie DeJesus case.

Passaic County Prosecutor’s Office releases state that Stephanie DeJesus was discovered on February 25, 2022 in Paterson, and that Clo Fisher and Ali H. Fisher surrendered without incident to Totowa Police at approximately 11:00 a.m. on March 16, 2022.

Records requested (please produce up to three clear, non-duplicative items)

Please produce up to three clear, non-duplicative BWC recordings (or the relevant clips/segments from those recordings) showing:

Officers’ initial contact with Clo Fisher and Ali H. Fisher during their surrender (arrival/approach, identification, and verbal directions);

Detention/custody procedures associated with the surrender (e.g., handcuffing if used, safety search, escort into the building, and any on-scene statements captured on BWC);

Transfer/handoff steps immediately tied to the surrender event (e.g., escort to a vehicle for transport, or handoff to another agency), only to the extent captured on Totowa officers’ BWC.

Strict limits / exclusions (to keep this narrow and avoid extra fees)

This request is strictly limited to the single surrender/processing event at/at the immediate vicinity of Totowa Police Department on March 16, 2022 (approx. 11:00 a.m.). I am not seeking:

Any security camera/CCTV or other surveillance video (including any security video discussed in court filings or media summaries);

Any investigative interviews/interrogations, written statements, or recordings made after booking/custody processing;

Any crime-scene footage, searches, warrants, device forensics, or unrelated calls for service.

If a BWC file includes both responsive and non-responsive material, please produce only the responsive segments and redact only what is required by law, releasing all reasonably segregable portions.

March 16, 2022 — approximately 10:30 a.m. to 12:30 p.m. (or the precise window indicated by your CAD/desk log entries for the surrender).

Format: Original/native electronic video files (or native exported clips) via download link/portal with any available metadata/timecodes.

Redactions: Only those required by law; please release all reasonably segregable portions.

Fees / special service charge

This is a narrow, non-commercial, public-interest request for a small number of specific BWC clips via electronic delivery. It should not require an “extraordinary expenditure of time and effort” under N.J.S.A. 47:1A-5(c), so no special service charge should apply. If you believe any fee or special service charge is necessary, please provide a written estimate and do not proceed without my written approval.

If any portion is denied or withheld, please provide the specific legal basis for each withholding/redaction and identify the withheld record(s) by date/time range and officer/camera identifier where available.

Please confirm receipt and advise if any additional detail is needed to locate these records.
