Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

Under the New Jersey Open Public Records Act (OPRA, N.J.S.A. 47:1A-1 et seq.) and any other applicable New Jersey law governing access to body-worn camera recordings, I request body-worn camera (BWC) recordings only related to the Elizabeth Police Department’s on-scene response to the April 12, 2022 road-rage incident in Elizabeth and the subsequent location and arrest/custody of Vincent Jean later that day.

Event details (to help locate the records)

Date: April 12, 2022 (morning response; later location/arrest the same day)

Scene location (reported): Salem Avenue area / Salem Avenue & Aberdeen Road (Elizabeth, NJ)

Arrest/location (reported): Jefferson Avenue area (Elizabeth, NJ), where Jean was reportedly found seated in the damaged SUV

Records requested (please produce up to five clear, non-duplicative items)

Please provide up to five BWC recordings (or the relevant clips/segments from those recordings) showing:

Officers’ initial arrival and approach at/near the Salem Avenue scene (including immediate scene security and initial assessment);

First on-scene contacts and time-limited, on-scene actions necessary to understand the response (e.g., identification steps, short witness interactions captured on BWC, and broadcast/coordination captured on BWC);

Any BWC-captured communications necessary to understand the transition from scene response to locating the suspect vehicle (limited to what is on BWC);

Officers locating Vincent Jean in/with the damaged vehicle on/near Jefferson Avenue (approach, identification, verbal commands);

Detention/arrest/custody of Jean (handcuffing and any on-scene statements captured on BWC) and escort/removal from the immediate location to a police vehicle (if captured).

Strict limits / exclusions (to keep this narrow)

This request is strictly limited to the single incident on April 12, 2022 and the same-day location/arrest/custody of Vincent Jean in Elizabeth. I am not seeking:

Any later interviews/interrogations at police headquarters, prosecutor facilities, jail, or court;

Any third-party surveillance footage (neighbor camera video, doorbell video, etc.);

Any hospital/medical treatment footage;

Any graphic close-up documentation of injuries or deceased/medical evidence;

Any unrelated calls for service or incidents.

If a recording contains both responsive and non-responsive material, please produce only the responsive segments and redact only what is required by law, releasing all reasonably segregable portions.

Date/time window (narrow, clip-based)

April 12, 2022 — limited to (1) the initial dispatch/arrival and immediate response at the Salem Avenue scene, and (2) the subsequent locate/arrest/custody event on/near Jefferson Avenue. If exact times are needed, please use CAD/dispatch timestamps internally to identify the relevant time windows and provide only those BWC segments.

Format / delivery

Format: Original/native electronic files (or native exported clips) via download link/portal with any available metadata/timecodes.

Redactions: Only those required by law; please release all reasonably segregable portions.

This is a narrow, non-commercial, public-interest request for a small number of specific BWC clips via electronic delivery.
