Please provide a copy in electronic format of the user manual or similar guidance document provided to state agencies that utilize the OPRA Central system. Please note that I am not seeking material currently available on the OPRA Central website, I am seeking a copy of any internal manual issued to state employees who make use of OPRA Central.
