The Township of Livingston’s Municipal Clerk's Department has reopened to the public and will respond to your email as soon as possible. However, if submitting an OPRA request or inquiring about a previously submitted OPRA request, please realize that pursuant to P.L. 2020 Ch 10, OPRA deadlines are inapplicable during a State of Emergency and that record custodians ”must make a reasonable effort, as the circumstances permit to respond to a request for a government record within 7 business days or as soon as possible."

Dear Jack Smith, 
This comes in response to your OPRA Request for: 
"Records requested:
Under the Public Records Act, I am formally requesting to receive copies
of all police reports and dispatch logs for landlord-tenant disputes
between 01/01/2019 to 5/01/2021."
The Police Department has advised that there is no search parameter
for Landlord Tenant Disputes in their CAD System. These are civil matters
and the Police department only gets involved if we have to respond to keep
the peace. Depending on what the Officers find at the scene the incident
could be categorized in several different ways. This would require us to
read each of the reports during that time period to see if it matches the
requested criteria and then create the requested excel document.  This
would be considered research and is beyond the scope of the Custodian's
responsibilities under OPRA and the Common Law.   If you can identify the
specific police reports you are seeking, they can be individually provided
to you.
