This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.

Under the Public Records Act, I am formally requesting to receive copies of all police reports and dispatch logs for landlord-tenant disputes between 01/01/2019 to 5/01/2021.
Please provide requested records in Excel format if available.
If up-to-date data is not available, please provide the most recently available information.
Please include a Record Index with your response.
*A record index that identifies each record requested and the specific legal basis for a denial of access (including redactions) to each record.

Dear Mr. Harris:
The City of Elizabeth is in receipt of your request for records to the
City Clerk received on May 24, 2021, pursuant to the New Jersey Open
Public Records Act, N.J.S.A. 47:1A-1 et seq., (OPRA). The City of
Elizabeth then requested additional time to respond to said request.
Regarding your request for incident reports for landlord-tenant disputes,
please see attached records responsive to your request. Your request could
not be provided via Excel, and thus the records are provided in PDF
format. Please note that incident reports can be found by keyword, and
this was done as per your request for "landlord-tenant disputes." The
reports were reviewed for personal identifiable information, which were
redacted pursuant to OPRA.
Regarding your request for dispatch logs for landlord-tenant disputes,
please see attached records responsive to your request. Your request could
not be provided via Excel, and thus the records are provided in PDF
format. Please note that the Computer Aided Dispatch (CAD) system cannot
be narrowed by the field “landlord-tenant disputes,” only “disputes,”
which generated thousands of logs for your requested time frame. OPRA does
not require research which, in this case, would involve the review of
every report tagged as a “dispute” to determine if it is a landlord-tenant
dispute. “[T]he custodian is obligated to search her files to find the
identifiable government records listed in the [OPRA request] . . .
However, the Custodian is not required to research her files to figure out
which records, if any, might be responsive.” Donato v. Twp. of Union, GRC
Complaint No. 2005–182 (Jan. 31, 2007). Your request would require
significant research that the custodian is not legally obligated to
performed.
