Re: Open Public Records Act (OPRA) Request – Official Newspapers Designated and Used by Township of Mansfield

Dear Ms. Barras:

Pursuant to the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., as amended by P.L. 2024, c.__, I hereby request the following public records:
For the period from January 1, 2022, to the present:

1. A copy of all official Township resolutions, memoranda, or other formal designations from January 1, 2022, to the present, identifying the official newspaper(s) designated by the Township of Mansfield for the purpose of publishing public notices in accordance with state law.

2. A copy of any records or documentation indicating which newspaper(s) the Township has used for publishing public notices between January 1, 2022, and the present. This includes, but is not limited to, legal notices of meetings, ordinances, bid solicitations, public hearings, and other required notices.

3. All email communications or correspondence from the Township to newspaper(s) requesting publication of any such public notices during the above time period.

Certification Required by Law:

Pursuant to the 2024 amendments to OPRA, I certify the following:

• I am not currently serving a sentence for a conviction of an indictable offense under the laws of New Jersey, any other state, or the United States;
• I am not requesting these records for sale or resale, solicitation, or any commercial purpose;
• I will not use the requested records to harass any individual or commit any unlawful act;
• I am requesting access to these records for a lawful purpose consistent with the public’s right to transparency and accountability in local government.

Preferred Format:

If available, I request that these records be provided in electronic format (PDF or similar) and emailed to me via this website.

If the records are not maintained in electronic form, I request to inspect them in person at a mutually convenient time. Please notify me of any fees prior to duplication, and if any portion of this request is unclear or overly broad, I respectfully request that you contact me to provide clarification.

If any portion of the records is withheld or redacted, I request a written explanation specifying the legal basis under OPRA for the denial or redaction.
