Your request is a request for information, not records, i.e. "the names of
every person."  As such, the law does not require responses to requests
for information pursuant to OPRA.  Notwithstanding, there are no records
responsive to your request.

non-disclosure agreement can't silence the government.  Only the
individual who signed it. 

You are more than welcome to sue them if they tell me why they are on
this list.
