Good Afternoon Mr. Toby,
I am in receipt of your OPRA request dated December 28, 2022.  Under OPRA
you must request specific identifiable government records.  #1 of
your request states "does the city/town assign your municipal liens." 
This is a question, not a request for a specific record and is not a valid
OPRA request. I must deny that portion of your OPRA request.
Attached hereto are records responsive to your request.  
The Borough does not have a list of all tax lien investors, a list of
properties in bankruptcy, or a list of all properties that are in probate.
