I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:
a copy of the most recent weekly report submitted by MCMJIF to the Dept. of Banking & Insurance

My preferred delivery method for response(s) to this request is by E-mail as an attachment. Please confirm you have received this request.

Yours faithfully,

Hi Charlie, attached are the cash report and deficit schedule which are
the two last documents that were submitted by the JIF to DOBI. As we
discussed, you agree that this satisfies your OPRA request. Hope you
enjoy the July 4 holiday. Leon

Hello,

Confirming our conversation just now, I'll await the production of a
couple of documents that should resolve my outstanding request to the
MCMJIF.  I believe that you indicated I would receive them tomorrow.

Sincerely,
Charlie

Hi Mr. Sokol:

I accept your apology.  Which trial are you referring to?

What's the status of my OPRA request?  In all seriousness, who should I
bother about this unacceptable delay: DOBI?  DCA?

Charlie, I've been tied up all week with the trial and thought I had
responded to you previously but as I cannot find it in my sent file I
am responding again. As you know the JIF Is involved in the process of
dissolution which must be approved by the department of banking and
insurance and the department of community affairs. The question is
whether communications with either department is subject to an OPRA
request. We are awaiting a response after which we will respond to
your request. My apologies for the delay. Leon

Following up again.  Non-compliance with basic laws like OPRA is one
reason that I refer to the MCMJIF as a "disaster."

You are making it worse by not communicating any updates or a timeline
for compliance.  I shouldn't have to pressure my City Council and
Business Administrator to remind you of your obligation to respond to
OPRA requests, but here we are.

the requested document, or any justification for withholding
it.  At what point should I complain to my State Senator?

Mr Sokol:

As you should know, the OPRA requires entities like the MCMJIF
to provide a response within 7 business days. I also requested
confirmation of receipt when I submitted the OPRA request
(which sought only a single document) in February, and again
in March.   My repeated requests for confirmation of receipt
were, in fact, ignored.  It's been more than two months and
your email today (78 days after my initial request) is the
first reply I've received.   Simply put, this is unacceptable
and illegal.

Mr. Sokol,

You never responded to my OPRA request from February...  I'm
following up for at least the fourth time.  If the MCMJIF is
unable to respond to a very simple OPRA request in a timely
fashion, I can completely understand why our city's Board of
Education complains publicly that it's "like pulling teeth"
to get the fund to pay out claims.

When can I expect a response to my request?  Is it true that
Mr. Drulis reached out to you regarding this unanswered
request?

Who else must I involve to get the MCMJIF to comply with the
state's public records law?  Perhaps my State Senator?
