Any email correspondence between any resident, township employee, or official and Committeeman/Mayor Cuozzo between the period of 12/21/2023 until current date that contain either phrases of “ All for Christ “ or “ Respectfully in the service of the people” anywhere in either the email body or subject line.

Dear Requestor,
Please accept this correspondence on behalf of the Township of Plumsted. The Township received your OPRA request seeking: “Any correspondence between any resident, township employee, or official and Committeeman/Mayor Cuozzo between the period of 12/21/2023 until current date that contain either the phrases of "All of Chris" or "Respectfully in the service of the people" anywhere either in the email body or subject line."
Your request is overly broad and requires clarification, it fails to specify a particular document as required under OPRA. An OPRA requestor is required to specifically describe the document sought, OPRA is not intended as a research tool to “force government officials to identify and siphon useful information. Rather, OPRA simply operates to make identifiable government records ‘readily accessible for inspection, copying, or examination.’ MAG Entertainment, LLC v. Division of Alcoholic Beverage Control, 375 N.J. Super. 534, 546 (App. Div. 2005). A proper request for correspondence under OPRA requires the specification of (1) the identity of the sender or recipient (2) the subject matter and (3) a date range. Elcavage v. West Milford Township, GRC Complaint No. 2009-07.
OPRA is not intended to be used as a fishing expedition or as a research tool to compile unknown documents. The phrases that you have provided do not constitute the "subject matter" of the correspondence, as they appear in the email signature of every email sent by Committeeman/Mayor Cuozzo. Please clarify your request. A failure to provide written clarification will result in the denial of the request.

I would like to amend my request at this time. I would like to request a log of all emails sent and received by Mayor/Committeeman Cuozzo between December 21st 2023 and this current date. For clarity all emails from his official township email and all from any personal email accounts that contain any official government business.
