On your first question, both plans are similar but with one being the marked up copy.

In reference to project status - The County is ready and willing to work with the Borough on this project. The County has already performed work on this project by analyzing the traffic conditions/needs and developing the intersection geometry/configuration plan. That plan also shows the right-of-way (ROW) and easement needs for the project. That plan was provided to the Borough at least a couple of years ago. The Borough is responsible for acquiring the ROW and easements as well as some other responsibilities. The Borough needs to advise the County that the Borough is willing to address those responsibilities and enter into a shared services contract with the County to move forward with the project.
