According to NJ's School District Operations, Access to personnel
records, my former files are considered open public records.  However,
according to the full text of the law of the open public records act, an
entity such as the Toms River School  district is to keep a record of
anyone requesting to view a file as there are some personal identifiers
in there that are not considered for public distribution. 
I am requesting the record keeping of who requested to see my personnel
file.
