Dear Linda Hoefele,
Yes, the request is meant for Highland Park Board of Education in New Jersey.
The year would be the year that most recent superintendent was hired.
HYA is Hazard Young Attea Associates, a search firm for executives of school districts.
I enclose a link to their website which claims they completed a search for a superintendent of Highland Park School District but does not say which year.
