Dear Pamela Luke,
Thank you for providing the Certification and I was able to read it.
It does not appear though to be a contract with Hazard, Young, Attea and Associates.
For example, it is not signed by a company representative and does not specify exactly what they will do for the district.
Do you have the actual contract?
