K9 Activity Reports for 2023 & 2024
Dear Clinton Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Any and all K9 activity reports for the year 2023 and 2024 including by not limited to reports, cad entries, and body came videos.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
Yours faithfully,
Kida Nedakh
This OPRA request has been received on Friday, March 6, 2026. It will be reviewed and will be processed. A response will be sent within seven (7) business days after the Township's custodian of records receives the request.
Please note that a proper OPRA request must identify with reasonable clarity the records desired. OPRA submissions which request all of an agency's documents, seek information (and not records), or ask questions are not proper requests. See Bent v. Stafford Police Department, 381 N.J. Super. 30, 37 (App. Div. 2005). In addition, record custodians are not required to conduct research or create new records in response to an OPRA request.
Please contact this office should you require further guidance.

K9 Activity Reports for 2023 & 2024
In response to your request made pursuant to the New Jersey Open Public Records Act, N.J.S.A. 47:1A, the attached records that were identified as responsive to your request. Narrative portions of the reports have been redacted pursuant to N.J.S.A. 47:1A-1 et. seq.

Mr. HOlt
I am trying to receive the documents first. I have not yet received unredacted documents or documents property identifying redactions. I cant make a determination on video if I can't get these documents. I would NOT to have go the video route as it is costly and I am sure, labor intensive with the staff.
I have emailed the Township attorney asking for another review of the improperly redacted docs. Do you know if she has received it?

The Township of Clinton received your Open Public Records Act (OPRA) request. This response to your request is being provided on Wednesday, April 15, 2026.
The narrative portions of the police reports that were OPRA request have been denied pursuant to N.J.S.A. 47:1A-1.1, which constitutes an investigatory record pertaining to a law enforcement investigation and is exempt from disclosure. I have attached the March 13, 2026 email to you containing the redacted reports.
In addition, per the March 30, 2026 email to you (attached), kindly let me know if you are still interested in the videos. If so, please remit payment of $749.84. We will release the videos to you once payment is received. We will hold the videos until April 24, 2026. If payment is not received by that date, the remainder of the request will be denied and you will be required to submit a new OPRA request should you still desire the videos.

The Township of Clinton received your Open Public Records Act (OPRA) request. This response to your request is being provided on Friday, April 24, 2026.
Your request requires additional time to fulfill. OPRA allows custodians to seek extensions of time pursuant to N.J.S.A. 47:1A-5.i. Specifically, OPRA states that, “the requestor shall be advised by the custodian when the record can be made available. If the record is not made available by that time, access shall be deemed denied.”
Your request requires an extension of time until May 5, 2026.
Thank you for your cooperation with this matter. Please excuse the delay and contact me should you have any questions or concerns.

Mr.

Mr.

This response to your request is being provided on Wednesday, May 27, 2026.
The unredacted records you requested are considered criminal investigatory reports and have been withheld because criminal investigatory records are exempt from disclosure pursuant to N.J.S.A. 47:1A-1.1. See also Janeczko v. Division of Criminal Justice and Department of Law and Public Safety, GRC Nos. 2002-79 and 2002-80 (2004); Solloway v. Bergen County Prosecutor’s Office, GRC No. 2011-39 (2013); and Richards v. Bergen County Prosecutor’s Office, GRC Complaint No. 2013-41 (2013).
You have a right to challenge the decision by the responding agency to deny access. At your option, you may either: 1) institute a proceeding in the Superior Court of New Jersey; or 2) file a complaint with the Government Records Council (“GRC”) by completing the Denial of Access Complaint Form. All questions regarding complaints filed in Superior Court should be directed to the Court Clerk in your County. Questions regarding the GRC’s Denial of Access Complaint process can directed to the GRC toll-free telephone at 866-850-0511, by mail at PO Box 819, Trenton, NJ, 08625, by e-mail at [email address], or at their web site at www.state.nj.us/grc. The Council can answer general inquiries about OPRA.

Ms. Cecil,
I have been requesting these documents for months, since October 2025. The
most recent Clerk has now denied the request after asking for more time to
complete the request. Now all of a sudden the documents are considered,
"investigative" even though, not all of these cases are even open or
active. I have repeatedly requested the Case Results and/or Case
Management, which encompasses the case number, case description, bureau,
case disposition, assigned date, etc that would confirm which cases remain
open and which cases are closed. I would understand, in part, the open
cases being investigative however its highly unlikely that all cases I
asked for are, in fact, active and open. I strongly urge you to re
evaluate this Clerk's response.
I have already contacted the NJGRC for an informal opinion which I shared
with the Township. In it, you will see that, although informally, they
disagree with the Twp. stance. Should this not be resolved, I intend to
move forward with a formal complaint.
I look forward to hearing from you.
