Dear Franklin Township Housing Authority,
Under OPRA and the common law right of access, please provide:
1) a copy of the current contract for Joseph A. Manfredi & Associates
2) copies of all bills received from the above firm for work done during the calendar year 2022
3) a vendor report showing the amounts of all payments made to this vendor (under their current name listed above and prior name "Manfredi & Pellechio") from the time they were first hired by the authority until present day.

Dear Mr. Toto,
I received the redacted bills from 2022, but still have not received any vendor reports. I also question if all of the redactions were necessary. You had previously requested a 7-day extension to provide the remaining responsive records (item #3). I also asked why did you make redactions to the signatures in the contract? Can you please respond to these concerns and advise when I can expect to receive the remaining records?

On July 13, I sent the following message: "I am still waiting to receive records in response to item #3 seeking the vendor reports for Joseph A Manfredi & Associates / Manfredi & Pellechio. You confirmed receipt of my message and said you would look into it. But I'm at a loss for the status of this request. It's been almost a month since that email, and more than three months since I filed the request. What is the reason for the delay and when can I expect my May 3 request to be fulfilled?

The authority remains in violation of the OPRA, having never provided the record requested in item #3 of my May 3, 2023 request (and also by providing a redacted version of item #1 when no redaction was necessary or justified).
Nearly four months ago, this request was filed with 9 different housing authorities and the only ones that have not complied are the ones that you work for: New Brunswick and Franklin.
Are you going to provide the requested report or do I have to file affirmative litigation against the authority to obtain it?

Dear Charlie,
I will have all documents you requested ready at FTHA located at 25
Parkside Ave in Franklin, NJ tomorrow morning. I would like you to know
personally that your comments at the end of the email suggesting that I
have not complied with documents from the two agencies that I work in is
absurd. I am a transparent and efficient with everything I do and though
I understand your frustration it does not lie with me. I would appreciate
you keeping an open mind and not pursue litigation action as it only harms
the residents served.

I want to be perfectly clear. My board will not be happy if we are wrong
on this opra request not being met. I am not 100% certain what and why he
is asking for it but I need this wrapped up by the end of business day

However, in the firm's RFP response, they indicate they have worked for the Franklin Township Housing Authority since 2007. Can you confirm if there are any bills from 2007-2018, and/or any additional bills from 2019 that were not itemized in the record provided? Thanks very much for your assistance.

Hi Charlie,
We were not the administrative authority in 2007. So I believe Mr.
Manfredi firm was there prior to our interlocal agreement. We took over
in 2012 I believe on a limited basis.
