Dear Highland Park Borough,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

This request concerns the incident in which Highland Park police responded to multiple 911 calls of gunshots fired at approximately 6:20 a.m. on Wednesday, January 19, 2022, on the 200 block of South 4th Avenue, Highland Park, NJ. HPPD publicly confirmed via a Highland Park Police Facebook post and statements to the press (Patch, Jan. 19, 2022) that a firearm was discharged and multiple rounds were fired, with no reported victims or arrests. Detective Sgt. J. Culver was identified as the investigator and Capt. Jose Curbelo as a department spokesperson.
RECORDS REQUESTED
1. The initial incident/offense report, all supplemental reports, and any final or closing report associated with the call(s) for service for the above incident, including the assigned CAD/case number(s).
2. The Computer-Aided Dispatch (CAD) event detail report(s) for the incident, including timestamps, units dispatched, narrative/comment fields, and final disposition codes.
3. Any investigative reports, witness statement summaries, ballistics or forensic reports, evidence inventories, and detective case file contents associated with the above incident, to the extent disclosable.
4. A record reflecting the current status of the investigation (open, suspended, closed, cleared, or exceptionally cleared) and, if closed, the date and basis of closure.
