Mr McBride,

I am writing in reference to request #2 from the 01/14/2021 request for:

Invoices for services provided by RVE, including the name of the RVE
employee(s) providing the services 2013-present. Invoices are subject to
the immediate access provisions under the Act. Should records responsive
be in storage and/or access is limited due to storage or filing issues, an
extension of time will be granted to obtain the invoices from storage. I
will also grant an extension should the custodian deem it easier to ask
RVE to produce to you electronic copies of invoices responsive to this
request.

Our office has been notified by the  vendor that they are  not able to
produce the documents being requested.    Our office will need to compile
the records.  Due to the voluminous nature of this request, a special
service charge will need to be assessed.  We anticipate the task  will
take approximately 40 hours to complete. The  hourly rate is $12.24 an
hour.  A deposit of $245.00 will be needed to begin.  Please advise if you
would like us to move forward in processing this request.

Subject: OPRA Request for Engineer Contracts and Invoices

To the Records Custodian:

I reside in Washington Township Gloucester County. I submit herein this
request for records pursuant to the Open Public Records Act and Common Law
Right of Access.  I am aware no official form is required.

To aid the custodian in the search for responsive records, reports on file
with the New Jersey Election Law Enforcement Commission show your public
entity has or had a business relationship with Remington and Vernick
Engineers (RVE). These records show that your public entity has done or is
doing more than $17,500 worth of business with RVE. Owing to the
investigation of RVE by the FBI for pay to play allegations in Ocean
County and Washington Township's abuse of use of criminal process to
intimidate citizens away from filing OPRA requests concerning RVE, I
investigated political donations to Washington Township politicians by RVE
and contracts then given to RVE by Washington Township. I found RVE had
donated to incumbent politicians in Washington Township seeking reelection
and while RVE was under contract to Washington Township.

Based on the foregoing, myself and a group of Washington Township
residents decided to do our own audit of RVE's invoices to municipalities
and other public entities in New Jersey. The intent is to file an evidence
based complaint to the Election Law Enforcement Commission and/or Attorney
General and/or U.S. Department of Justice, as may be appropriate.

Accordingly, I respectfully request, under the Open Public Records Act
and/or Common Law Right of Access, the following records:

 1. Contracts between your entity and RVE 2013-present
 2. Invoices for services provided by RVE, including the name of the RVE
employee(s) providing the services 2013-present. Invoices are subject
to the immediate access provisions under the Act. Should records
responsive be in storage and/or access is limited due to storage or
filing issues, an extension of time will be granted to obtain the
invoices from storage. I will also grant an extension should the
custodian deem it easier to ask RVE to produce to you electronic
copies of invoices responsive to this request.
 3. A roster of elected officials who have served the entity 2013-present

Responsive records may be delivered to my email address.

I have NOT been convicted of an indictable offense.

Sincerely yours,

Dr. Brian McBride

86 Goodwin Parkway

Sewell, NJ 08080

Dear [email address],

I am still missing the records for the visit by the Collingswood Fire Department to 577 Haddon Avenue for the smell of hazardous chemicals. I walked in to the fire department to report it. The fire department responded and investigated. The date range for the report is in the fall of 2019. I did not see it in the documents you just sent over.

Yours sincerely,

Brian F. McBride
