Please also take the following into account.
Pursuant to Renna v. County of Union (App. Div. 2009), OPRA requests should be on the
agency’s official OPRA request form. However, a written request that is not on the agency’s
official OPRA request form cannot be denied solely because the request is not on the request
form. Written requests which are not on the form must mention OPRA. Therefore, if a requestor
elects not to use an agency’s official OPRA request form, he/she must submit an otherwise
written request that clearly identifies itself as an OPRA request.

This shall respond to your request for records pursuant to the New Jersey
Open Public Records Act (OPRA), which was received by The College of New
Jersey on February 27, 2018. Your request and the College's response are
below:
1. What software does The College of New Jersey use for internet
filtering?
Response:
Pursuant to N.J.S.A. 47:1A-1.1, disclosure of The College of New Jersey's
internet filtering software is specifically exempted from disclosure under
OPRA as it is "administrative or technical information regarding computer
hardware, software and networks which, if disclosed, would jeopardize
computer security".
Accordingly, the College denies your request for the specified
information.
2. What are The College of New Jersey's policies regarding internet
filtering?
Response:
The College of New Jersey does not have any policies regarding internet
filtering.
If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have a
right to challenge the decision by The College of New Jersey to deny
access. At your option, you may either institute a proceeding in the
Superior Court of New Jersey or file a complaint with the Government
Records Council (GRC) by completing the Denial of Access Complaint Form.
You may contact the GRC by toll-free telephone at [1]866-850-0511, by mail
at P.O. Box 819, Trenton, NJ, 08625, by e-mail at [2][email address],
or at their web site at [3]www.state.nj.us/grc. The GRC can also answer
other questions about the law. All questions regarding complaints filed
in Superior Court should be directed to the Court Clerk in your County.
