In response to your OPRA request made to the County of Gloucester, New
Jersey, seeking:

As to you request in #5, please be advised there are no records responsive
to this request.

As to your request in #7, please be advised clarification is necessary in
order for the County IT Department to respond to this request.

OPRA requires a party requesting access to a public record to specifically
describe the document sought, and does not require records custodians to
undertake research in order to determine what records may be responsive to
the request. See Livecchia v. Borough of Mount Arlington, 421 N.J. Super.
24, (App. Div. 2011); Bart v. Passaic County Public Housing Agency, 406
N.J. Super. 445 (App. Div. 2009); Bent v. Stafford Police Department, 381
N.J. Super. 30 (App. Div. 2005; Gannett New Jersey Partners vs. County of
Middlesex, 379 N.J. Super. 205 (App. Div. 2005); MAG Entertainment, LLC v.
Division of Alcoholic Beverage Control, 375 N.J. Super. 534 (App. Div.
2005).

However, this office will continue to try to accommodate your request upon
obtaining from you clarification of the records you are seeking.  (i.e. to
and from parties as well as a time frame (from when to when).  Once our
office hears from you in writing, your request will be processed as a new
request. Please be advised that no further action can be taken unless
written clarification is provided.
