Please provide all records related to the incident involving Novelle Nesmith on July 13, 2025, including:

Grievance reports, complaint forms, or written statements submitted by or concerning Mr. Nesmith.

Incident reports, use-of-force reports, and any internal documentation regarding the event.

All available video footage (surveillance, body-worn camera, handheld, or other digital media) capturing the incident or the surrounding events.

Any logs or documentation indicating whether such video footage exists, has been preserved, or has been deleted.

If any portion of this request is denied, please provide the specific legal basis for the denial. Digital records may be sent electronically.

Good Afternoon,

I am in receipt of your below OPRA request. Please be advised that effective September 3, 2024, new OPRA guidelines signed into law by Governor Murphy took effect. Although under the new guidelines you are not required to use the GRC adopted form, all elements required in the adopted form must be included in your email request in accordance with N.J.S.A. 47:1A-5(f) and N.J.S.A. 47:1A-5(g). Your email OPRA request does not meet the new requirements.

The new OPRA form, which is required by the GRC and has the new requirements, has been uploaded on the County website.

I would appreciate if you could please resubmit your request on the new form or revise your email to meet the requirements by including in your email the three questions on the form that need to be certified. Upon receipt of the updated OPRA request, I will process same.
