Public Records Act (OPRA) request.

- 05/17/2018: The date the response to this request is due by as the
Borough keeps reduced OPRA processing hours (C.47:1A-5). 

- 05/07/2018: The date the response is being sent to the requestor.

Response:

1.  A list of all employees by department for the year 2017. Closest
document matching your request has been attached.

2. Job Title of each employee (by department), and indicate if the
employee is full time or part time for the year 2017. Closest document
matching your request has been attached.

3. 2017 Compensation for each employee broken down as follows:  Base Pay,
Overtime Pay, Bonus, and any other category.   Closest document matching
your request has been attached.

4.  An explanation of the different pay rates/employee codes from the 2017
payroll register already provided. The document has been attached.

5.  A list of all employees, by department, and total compensation for
each employee for the years 2014, 2015, 2016.  Closest document matching
your request has been attached.  

5a.  Please indicate if any employee was partially employed for the year,
had a change of job title during the year, or if the employee's salary
is/was shared with another municipality.

This request would constitute research as per Bart v. Passaic County
Public Hous. Agency, 406 N.J. Super. 445, 451 (App. Div. 2009) "The
requestor must identify the records sought with specificity. The request
may not be a broad, generic description of documents that require the
custodian to search the agency's files and 'analyze, compile and collate;
the requested information"

right to challenge the decision by the Borough of High Bridge to deny
access. At your option, you may either institute a proceeding in the
Superior Court of New Jersey or file a complaint with the Government
Records Council (“GRC”) by completing the Denial of Access Complaint

The Council can also answer other questions about the law.  All questions
regarding complaints filed in Superior Court should be directed to the
