Dear Collingswood Board of Education,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
(In accordance with HIPAA regulations, no personal health information (PHI) is being requested and any PHI is anticipated to be redacted. )
Any communications between school nurses and “Individuals currently or previously working for the school district” discussing outreach to families of students with underlying health conditions (including but not limited to individuals with asthma, severe asthma, and other respiratory conditions), those families' concerns/preferences over mitigation strategies around “HVAC and air handling”, and discussions between school nurses and “Individuals currently or previously working for the school district” on addressing these concerns. This would be for information that discusses these concerns without any reference to PHI.
When “HVAC and air handling” is noted it includes but is not limited to the below items/keywords:
heating, air conditioning, mechanical system(s), ventilation, filter, filters, filtration, register, registers, duct work, supplemental filters, supplemental filtration, terminal filtration, in room filtration, maintenance, maintenance best practices, system upgrades, system modifications, air flow, air flow rates, cubic feet per minute, fresh air intake, fresh air dampers, humidity control, humidity controls, supplemental humidifiers, supplemental humidifier, air flow calculations, HVAC calculations, windows, open window(s) policy, opening window(s), ventilation policy, heating controls, air conditioning controls, control systems, MERV 13, MERV 14, MERV 15, electronic filter(s), electronic air cleaner(s), HEPA, UV, polarization
“Individuals currently or previously working for the school district” should include but is not limited to:

the previous Superintendent, Dr. Scott Oswald,
the current Supervisor of Buildings and Grounds, Mr. Keith Higginbotham,
the previous Supervisor of Buildings and Grounds, Mr. Al Hird
and agents, individuals, or employees working for and/or communicating on behalf of those listed above including but not limited to: administrative assistants, general assistants, office employees, and staff members

OPRA allows public agencies to impose special service charges whenever the
nature, format, manner of collation, or volume of a government record
embodied in the form of printed matter to be inspected, examined, or copied
pursuant to this section is such that the record cannot be reproduced by
ordinary document copying equipment in ordinary business size or when
fulfilling a request requires an extraordinary expenditure of time and
effort. See N.J.S.A. 47:1A-5.c. Special service charges must be based upon
the actual direct cost of providing the copy or copies.
OPRA mandates that the requestor shall have the opportunity to review and
object to the charge prior to it being incurred. See N.J.S.A. 47:1A-5.c. As
such, a detailed estimate is provided below:
Identify lowest level employee capable of fulfilling the request (My Asst.)
, their direct hourly rate (minus fringe benefits), the number of hours
anticipated to complete request and the total estimated special service
charge.
($42 x 6 hours= $252). Emails will need to be searched, printed, read and
redacted where necessary.
Additional information is necessary to comply with your request:
Dates for the search-no timeframe is provided.
I'm also requesting additional time to complete this request. I'm
requesting two weeks- November 8, 2021.
Kindly respond in writing with your acceptance or rejection of the estimated
charge and request for additional time.
