Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

This OPRA seeks responsive documents, to include but is not limited to, emails and/or staff bulletins/ and/or council communications, of ‘further discussion’ for adjustments to waiver of health benefits payments as initiated in the December 2023 closed session by Borough Administrator Michael Carelli:

“Mr. Carelli commented on the existing law Payment To Employees In Lieu Of Receiving Health Benefits and stated the annual waiver payment is at the discretion of the Governing Body and should be done be Resolution. Mr. Carelli also noted moving forward employees will be required to provide verification their insurance is not provided by NJ-SHBP. Further discussions to follow.”

This OPRA also seeks a sample of the waiver application form, any checklist of verification documents that the employee is eligible for the payment, and exactly how the program was modified from its previous iteration.
