Regarding your request under the common law, be advised that records, to the extent they may be available, would be within the possession of the Office of Public Integrity & Accountability (OPIA). OPIA is housed within the Division of Criminal Justice, which is a separate division of the Department of Law and Public Safety. Department regulations do not permit the transfer of a request. You may therefore wish to submit your request via accepted means directly to the Division of Criminal Justice.
Regarding your request under the Open Public Records Act, be advised that pursuant to N.J.A.C. 13:1E-2, submission of records requests by email to the Department of Law and Public Safety is not permitted. N.J.A.C. 13:1E-2.4(a) states: "Written Open Public Records Act (OPRA) requests shall be hand-delivered during normal business hours of the public agency, mailed or submitted electronically to the appropriate division or agency custodian of records over the Internet by means of a web-enabled OPRA request form [.] Submission of requests by e-mail or facsimile transmission is not permitted." Pursuant to this regulation, divisions within the Department of Law & Public Safety are not able to accept emails as valid OPRA requests for access to government records. You may instead submit your request through the State’s online form, located at: https://www-njlib.state.nj.us/NJ_OPRA/de.... Select "Law and Public Safety." Next, select "Division of Criminal Justice." If you do not wish to use the online form, you may instead mail in a written/paper request or mail in a completed records request form. Attached is a blank records request form. The mailing addresses for the various Records Custodians of the Department of Law and Public Safety can be found on page 2 of the form.
