Dear Monmouth County Sheriff's Office,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
1) Any and all information and/or records generated since 6/1/2016 in reference to "First (1st) Amendment Audits", "Police Accountability", "Copwatching", "Copblocking", "Citizens Video Recording" and/or any other activities addressing persons who video-record and/or photograph local, municipal, county, state, federal, and/or military personnel and/or property for the purposes of accountability, education, media related, and/or public awareness of law enforcement/government conduct, including but not limited to documents, emails, memos, bulletins, notices, letters, directives, "bolos", videos, slideshows, presentations, etc.
2) Any and all records and/or documents including but not limited to documents, emails, memos, bulletins, notices, letters, directives, "bolos", videos, slideshows, presentations, etc. generated since 6/1/2016 referring to "Matt Tim", "POLICE STATE: NEW JERSEY", "PSNJ", "Gunnison Undercover", ""Gunnison Undercover NJ", "New Jersey Exposed", "Time to Change, Jersey Style", "NJ Wandering News", "Ironbound Media", and/or "ASK NJ Media Co." in reference to the above described activities.

I have been asked as Special County Counsel to assist the Sheriff’s Office
in responding to your latest OPRA request, now due July 2, 2019. While the
emails may be retrieved, it will be more difficult to find all of the
other documents you are seeking as they may not be included in a data base
and would necessitate a hand search. Clarification is needed as to where
you anticipate such records will be found and who has possession of these
records. The first part of your request is too general and needs
specificity as to the individuals who are supposed to be doing the
videography and those areas which are taped. Additionally, the County has
no access or control over federal, state, or municipal property or
personnel, including military. Therefore, any documents in the possession
of those entities are not in the possession of the County. I await any
clarification or limitation on this request that can be made.
Due to the extensive volume of the request as written, additional time is
necessary to comply. I anticipate the response will be available on or
before July 16, 2019.

The Sheriff’s Department has compiled numerous documents in response to
your OPRA request, despite your failure to respond to my email of June 27,
2019, asking for clarification. However, the documents are voluminous and
have not yet been reviewed or redacted. Accordingly, additional time is
needed for the review. I anticipate that the documents, or at least part
of the documents, will be available no later than August 5.

Unfortunately, I underestimated the amount of time needed to review the
voluminous emails compiled in response to your OPRA request. I anticipated
that I would be done by August 5, but I need additional time. I anticipate
that the response will be ready no later than August 16, if not sooner.
