Firearms Applications Information
Dear Old Bridge Township,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
1. Count of all current and in-progress applications in process with the local police department, for Firearms Purchaser Identification Card and/or Handgun Purchase Permit.
2. Count of all applications not yet approved that have been in process at the police department longer than 30 days.
3. Count of all applications denied by the police department from 2/1/20-3/23/2021.
4. List the reason(s) why the applications in Item 3 above were denied (leave out any personal information).

The Township of Old Bridge received an Open Public Records Act (OPRA)
request on March 23, 2021. As such, the seven (7) business day deadline
to respond to your request is April 1, 2021. The Township is responding
to your request on the seventh business day from the receipt of your
request.
The request was for:
1.Count of all current and in progress Firearm purchaser identification
card and/or Handgun purchase permit applications, 2.Count of all
applications not yet approved that have been in process longer than thirty
days 3.Count of all applications denied by the police department from
2/1/2020 to 3/23/2021 4.List the reasons why applications in item #3 were
denied (leaving out any personal information)
Please be aware that no such documents exist.
Pursuant to N.J.S.A. 47:1A-1.1 it has been determined that
this request does not qualify as a document request pursuant to the OPRA
laws and the definition thereof. This governmental custodian is not
required to conduct research, analyze, collate, compile and/or correlate
data from existing governmental records. A blanket request for all
documents is not a document request pursuant to OPRA and existing case
law. Pursuant to MAG Entertainment, LLC v Div. of Alcoholic Beverage
Control, 375 N.J. Super. 534, 868A2d 1067 (App. Div. 2005), and Bent 381
NJ Super 30. Under OPRA, agencies are required to disclose only
“identifiable” governmental documents not otherwise exempt. Wholesale
requests for general information which have to be collated, analyzed and
compiled by the entity are not required. Therefore, I respectfully deny
your request at this time.

right to challenge the decision by the Township of Old Bridge to deny
access. At your option, you may either institute a proceeding in the
Superior Court of New Jersey or file a complaint with the Government
Records Council (GRC) by completing the Denial of Access Complaint Form.
