Dear Ridgewood Public School District,
I'm writing to ask for some information (& copies of documents) that I'm entitled to under OPRA (Open Public Records Act) and the common law right of access. I don't need to fill out an official form for this request.
Here's what I'm asking for:
About the meeting that took place on Feb 12th, 2024:
1. Can you please give me a copy of the Bill List?
2. Were there any items discussed or decisions made during the meeting that were NOT listed on the agenda on the website by Feb 9th, 2024? If so, could you provide copies of those agenda items / decisions?

Open Public Records Act (“OPRA”) request on February 21, 2024. The seven
business day deadline to respond to your request is March 1, 2024. As

Attached please find 94 pages of records responsive to your request.
Pursuant to N.J.S.A. 47:1A-1.1, account numbers have been redacted in
order to protect financial property. See Yoskin v. N.J. Dep’t of
Environmental Protection, GRC Complaint No. 2009-17 (2010) (holding that
bank account and routing numbers should be redacted because “its
disclosure may lead to improprieties or theft”); see also R. 1:38-7
(providing that an “active financial account number” constitutes a
confidential personal identifier).
Please also note that the enclosed records contain personal identifying
information of students. N.J.S.A. 47:1A-9(b) allows exemptions from
disclosure for any grant of confidentiality established or recognized by
the Constitution of this State, statute, court rule or judicial case law,
to apply to OPRA. The Family Educational Rights and Privacy Act (“FERPA”),
20 U.S.C. 1232(g) and its supplemental regulations codified under 34
C.F.R. 99.30, precludes schools from disclosing student names and personal
identifying information without obtaining consent. See also N.J.A.C.
6A:32-7.1 to -7.8. Accordingly, the records have also been redacted to
remove identifiable student information.
In addition, No. 7 of your request “Copy of iv. Approval: Secretary’s Line
Item Certification” is unclear. Please clarify that portion of your
request so that the District may conduct a search.
Your OPRA request is now deemed answered and closed.
