Dear New Jersey Attorney General's Office,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

A copy of the most recent expungement manual, internal policy, or procedural guidance issued by the Office of the Attorney General or the Division of Criminal Justice to prosecutors or law enforcement regarding:
• The handling, review, and processing of expungement petitions;
• Criteria for objecting to expungement requests, including cases involving violence, firearms, domestic violence, or multiple victims;
• Notification procedures to victims or affected parties prior to the granting of expungement orders;
• Coordination between county prosecutors, courts, and the New Jersey State Police regarding expungement records and case histories.
2. Any internal memoranda, training materials, directives, or guidance documents provided by the Division of Criminal Justice or Attorney General’s Office to County Prosecutors within the past five years relating to:
• Prosecutorial discretion or obligations in responding to expungement filings;
• The role of law enforcement in identifying victims or public safety concerns when reviewing expungement petitions.
