Executive Order 327: Final Lists of Jobs Changed
Dear Civil Service Commission,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
I am requesting the lists of job identified per Executive Order 327, which required the Civil Service Commission to:
"Identify the job classifications within the State’s classification plan that require applicants to
possess a four-year college degree; and Determine which job classifications are appropriate
to include practical experience in lieu of a four year college degree requirement, and revise the
State classification plan to include the appropriate practical experience for those job classifications."
I am requesting two lists as a result of EO 327:
(1) the list of jobs that were identified within the State's classification plan that require applicants to possess a 4-year college degree
(2) the list of jobs that were revised to include practical experience in lieu of a four year college degree requirement
Yours faithfully,
Kimberly M. Kreiss

Re: OPRA Request C215235
Dear Kimberly M Kreiss:
The Civil Service Commission received your Open Public Records Act (OPRA) request on March 19, 2024. This response to your request is being provided to you today.
You made the following requests:
"I am requesting the lists of job identified per Executive Order 327, which required the Civil Service Commission to:
'Identify the job classifications within the State’s classification plan that require applicants to possess a four-year college degree; and Determine which job classifications are appropriate to include practical experience in lieu of a four year college degree requirement, and revise the State classification plan to include the appropriate practical experience for those job classifications.'
I am requesting two lists as a result of EO 327:
(1) the list of jobs that were identified within the State's classification plan that require applicants to possess a 4-year college degree
(2) the list of jobs that were revised to include practical experience in lieu of a four year college degree requirement"
I've attached records responsive to your request. Please see workbooks 1 & 2 in the attached excel spreadsheet. The first workbook contains the titles that were initially identified as meeting criteria for Executive Order 327 and solely required the addition of job specification language to prioritize experience. The job specs for these titles have been updated and are available on the Civil Service Commission website. The second workbook includes all active titles that require a 4-year degree.
This response does not waive or limit any other rights afforded the Commission under OPRA and the common law, which are all expressly reserved.
Your OPRA request is now hereby deemed closed. Thank you for the opportunity to be of service.
Very truly yours,
Ryan Mistichelli
Legislative Liaison/Records Custodian
