Please be advised that the record sought by your OPRA request, a list of the applicants names and emails addresses who applied for the November 16, 2019 police examination, cannot be disclosed. First, this information is collected by a private company, policeapp.com, and is not a government record of the Township. Second, to the extent that the same might constitute such a record, such information would fall under the personnel records exemption to production (N.J.S.A. 47:1A-10), and is not disclosable. It should be noted that once an applicant successfully passes such an exam, then their name would be disclosable as part of a posted eligibility list. However disclosure of a list of applicants for an eligibility exam prior to determining whether they passed or not is not permissible.
