This correspondence constitutes a formal request for public records in accordance with the Open Public Records Act (OPRA) and the common law right of access. Records Requested:
For former Chief of Police Moline’s service from 2017 to the present (or up to the date of separation, if applicable), kindly furnish records including: the individual’s name, title, position, salary, payroll record, length of service, date of separation with the reason, and particulars of any received pension, as mandated by N.J.S.A. 47:1A-10.

Pursuant to Section 47:1A-10 of the 2022 New Jersey Revised Statutes, the personnel or pension records of any individual within the possession of a public agency are generally exempt from public access. Nevertheless, it is imperative to note the exceptions outlined in the statute, which stipulate that an individual’s name, title, position, salary, payroll record, length of service, date of separation with the reason, and details regarding any pension received are deemed government records and are therefore accessible. This request is made in strict adherence to the provisions set forth in N.J.S.A. 47:1A-10, wherein the law recognizes the mandatory disclosure of specific information as outlined above. Your cooperation in providing the requested records is essential to comply with the legal requirements established by this statute.

We are in receipt of your below mentioned OPRA request as of 12/12/23 will respond in accordance with the Open Public Records Act, by the seventh business day following it’s receipt: December 25, 2023. If the records are available before this date, they will be sent as soon as possible. If additional time is needed, we will relay that to you as quickly as possible.
Additionally, please note that as of July 21, 2023 Woodbury Heights has entered into a Shared Services Agreement with the City of Woodbury, dissolving the Woodbury Heights Police department and utilizing their Police Services including records. Please contact the Woodbury records custodian for any records that may apply regarding the aforementioned Shared Services.
