contain three (3) characteristics- 1) Content and/or subject; 2) Specific
date or range of dates; 3) Sender and/or recipient.  “Body of the emails”
is not a request for an identifiable record, nor does it meet the
requirements set forth by the Government Records Council in the Elcavage
case.  As such, your request is denied.  If you would like to refine your
request to meet these requirements, please let me know.  However, please
be advised that many of these emails are confidential student records and
cannot be released.
