This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.

An email log can be very easily retrieved and should be pulled by a member of the (IT) department, whoever is in charge of the email server. The email log is a very simple, short document (It is usually in a spreadsheet type format) with meta data information, no need to redact meta data logs, no specific content is in meta data email logs to warrant redacting and should contain only the following:

a. date message was sent and/or received,
b. name of sender and/or recipient, copy (cc)
c. email address of sender and/or recipient,
d. the subject of each email.

Note: "Special service charges" by law apply to services applied to documents/materials requested outside of normal public information. Basic reports and email meta data “DO NOT” apply to "special service charge" requested materials. None of the other NJ Agencies on OPRA machine website are charging for electronic copies of their email logs for this type of standard request.

Good afternoon,
 
I am an assistant general counsel with Rowan University, and in that
regard am looking at your request.  While I am still trying to determine
if we maintain the documents you are seeking, I did want to let you know
that the citation of case law below is incorrect.  Should the task be
unduly burdensome and require additional time and resources to compile,
Rowan is permitted to charge a fee for same. In the Paff v. Galloway
Township case you cite yourself, the Court explains " N.J.S.A.47:1A-5(d)
allows for a service-fee charge when the request for a record requires a
substantial amount of manipulation or programming of information
technology." And determined that Galloway could not charge for it because
the municipality conceded that the request did not require substantial
manipulation or programming.  Rowan makes no such concession.   I mention
this correction, because it is my understanding that our IRT department
does not maintain email logs but would need to extract the information
from the actual emails which would be cumbersome and time consuming.  This
will take time and may result in a fee for such documents. 
 
Of course, I will advise you any fee once same is determined.
