Email log request
Dear NJ Department of Health Division of Public Health Infrastructure, Laboratories and Emergency Preparedness,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
I am seeking a log of all emails to and from the identified emails during the specified time frames that shows the sender, recipient, date and subject. Please see the Paff v. Township of Galloway Supreme Court decision from 2017, which held this is a valid request.
1. Copies of email logs for James Sweeney from January 1, 2019 thru October 7, 2019. Please include sender, recipient, date and subject.
2. Copies of email logs for Eric Hicken from January 1, 2019 thru October 7, 2019. Please include sender, recipient, date and subject.
3. Copies of email logs for Christopher Tams from January 1, 2019 thru October 7, 2019. Please include sender, recipient, date and subject.
An email log can be very easily retrieved and should be pulled by a member of the (IT) department, whoever is in charge of the email server. The email log is a very simple, short document (It is usually in a spreadsheet type format) with meta data information, no need to redact meta data logs, no specific content is in meta data email logs to warrant redacting and should contain only the following:
a. date message was sent and/or received,
b. name of sender and/or recipient, copy (cc)
c. email address of sender and/or recipient,
d. the subject of each email.
Note: "Special service charges" by law apply to services applied to documents/materials requested outside of normal public information. Basic reports and email meta data “DO NOT” apply to "special service charge" requested materials. None of the other NJ Agencies on OPRA machine website are charging for electronic copies of their email logs for this type of standard request.

The email log is a very simple, short document (It is usually in a spreadsheet type format) with meta data information, no need to redact meta data logs, no specific content is in meta data email logs to warrant redacting and should contain only the following:
a. date message was sent and/or received, b. name of sender and/or recipient, copy (cc) c. email address of sender and/or recipient, d. the subject of each email.
Note: "Special service charges" by law apply to services applied to documents/materials requested outside of normal public information. Basic reports and email meta data “DO NOT” apply to "special service charge" requested materials. None of the other NJ Agencies on OPRA machine website are charging for electronic copies of their email logs for this type of standard request.
