Dismissals and Violations Issued
Dear New Jersey Department of Community Affairs, Division of Local Government Services,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

Please provide me with copies of all notices, complaints and allied statements issued by the DCA (all divisions) involving the Township of Toms River or any of its employees or elected officials from January 1st, 2022 to December 19th, 2025. I am requesting this ONLY for such complaints who have received a “Notice of Dismissal” or “Notice of Violation” as permitted by N.J.A.C. 5:35-1.1(h) and N.J.A.C. 5:35-1.1(i). Please include the name of the DCA investigator/employee assigned to handle each complaint, any judgements, written outcomes, or referrals to law enforcement for the complaints. I would prefer these documents in their native form OR as a PDF.

This is in response to your ORPA request.
Attached are the responsive records from the Division of Local Government
Services.
• Please note that all correspondence and documents reflecting internal
and inter-agency thought processes, analyses, recommendations and
draft documents have been redacted or withheld as such correspondence
is exempt from production under OPRA as “inter-agency or intra-agency
advisory, consultative, or deliberative material.” See N.J.S.A.
47:1A-1.1; Educ. Law Ctr. v. N.J. Dep’t of Educ., 198 N.J. 274, 284
(2009); Ciesla v. N.J. Dep’t of Health & Senior Servs., 429 N.J.
Super. 127, 138 (App. Div. 2012).
• Please also note that any personal emails, phone numbers, and
addresses have been redacted as per NJAC 5:3-2.2 and as the personally
identifying information exemption under NJSA 47:1A-1 et. seq.
