Attached please find the curriculum responsive to your request.

Also attached please find the payroll records responsive to your request. Personnel records are not government records and are therefore prohibited from disclosure pursuant to OPRA, with certain exceptions, including an individual's salary and payroll records. While the term "payroll record" is not specifically defined by the OPRA, looking to the ordinary meaning of the term, "payroll" is defined as a list of employees to be paid and the total amount of money that needs to be paid to its employees. See Black's Law Dictionary, 11th Ed 1999; Jackson v. Kean University, GRC Complaint No. 2002-98 (November 2003); O'Shea v. Township of West Milford, GRC Complaint No. 2008-283 (November 2009); and, Wolosky v. Borough of Washington, Docket No. A-4884-15T3 (App. Div. Nov. 17, 2017). As such, in accordance with N.J.S.A. 47:1A-10 and the aforementioned decisions, the enclosed records are redacted to protect confidential information not considered “payroll records” and therefore exempt from disclosure under OPRA.
