Please be advised that this request seeks information or asks questions and does not identify specific government records. As such, your request is an invalid OPRA request. When a request is “complex” because it fails to specifically identify the documents sought, then that request is not “encompassed” by OPRA. See New Jersey Builders Association v. New Jersey Council on Affordable Housing, 390 N.J.Super. 166, 180 (App. Div. 2007). Notwithstanding the above, your request was limited to “Accounting of the Cares Act money received by the Burlington County Bridge Commission… as well as the resolutions for each approval of the $660,000…”. As these funds you reference were never disbursed and the loan was cancelled, there were no documents to provide relating to the recipient mentioned in your email below.
