Criminal complaints or warrants signed and/or authored by Officer Thomas McWain with an ORI of 0816 and a badge number of 2610 as a complaining witness from January 1, 2008 to December 31, 2008.

Dear Ms. Reed-Rolando,
Can the Prosecutor's Office search using eCDR or PROMIS/Gavel or other similar system via ORI, badge number, and/or officer name to compile a list of signed complaints or warrants for FY 2008? If so, is this due strictly to the year, meaning that a different year may be more accessible?
How were the 1,000 records identified in this request? There were not 1,000 indictable criminal complaints filed in that jurisdiction in FY 2018 across all officers combined.
If there's more information I can provide to assist in the records production or if I am just misunderstanding something, please let me know!

Please be advised an attempt to locate the requested records on Promis was done, however we were unable to identify any requested records from 2008. We were able to identify records from 2013 - 2017. In addition, a search of PCSAM was also attempted and no identifiable records were available. A search of ecdr will not allow me to search by officer, it only allows a search of the complaint. I attempted to search ecdr by random complaint numbers, and each time it indicates "case not found".
Regarding the 1000 files, please be advised that this number was based on all 2008 complaints presently in the possession of the GCPO. The files are not arranged by ORI and/or officer so an employees would have to search each file to see if there is a complaint from Officer Thomas McWain.
If you have a defendant name and or case number, I will be happy to conduct another search.

One last followup - does that mean if I were to submit a separate request, for instance:
"Copy of 0816-S-2008-000001 and 0816-W-2008-0000001" (or S-2008-000001-0816 or whatever the preferred format is) you would be unable to provide the responsive record absent any other information, despite the specificity of the request?

I believe promis will be able to locate a record with a complaint number. This will not give us a copy of the complaint, but it will provide us with a number to search for the file. The only way to get a copy of a criminal complaint from 2008 would be to physically look through a file.
