Dear Wall Township,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records Requested:

1) Employment Contract for Mr. John Gross as "Acting Interim Township Administrator" for Wall Township Municipal given, we are paying Jeff Betrand $18,895 per month while he is out on Administrative paid leave:

The employment contract for Mr. John Gross, appointed as Acting Interim Township Administrator, should include comprehensive details such as, but not limited to, the following: the start and potential termination dates of the appointment, the compensation structure, expected weekly working hours, eligibility for health benefits, pension provisions, and other relevant terms of employment. According to the agenda from February 27, 2024, a temporary monthly salary of $10,500 was noted. It is essential to clarify whether this compensation is based on a 25, 35, or 40-hour workweek, and whether the salary has been adjusted since the commencement of his appointment.

Typical elements within an employment contract include, but are not limited to, the Position and Appointment, Terms of Employment, Compensation, Bi-Monthly Meetings, Benefits, Duties and Responsibilities, Confidentiality and Ethical Conduct, and Termination provisions. Moreover, it would be helpful to clarify whether Mr. Gross receives any additional compensation for his attendance at the bi-monthly municipal meetings and the number of hours he is expected to work per week, number of sick and vacation days he has been given (if any). Is he working 5 days a week?

Additionally, the public has not been provided with a formal copy of the contract, and direct inquiries regarding this matter have gone unanswered, even in the presence of a local Boy Scout troop last night and journalism students from Communications High School (CHS). I spent approximately thirty minutes addressing straightforward questions with the journalism students after the meeting ended, during which they requested a summary of my public comment vs. Mayor Clayton's responses. Some students expressed concern regarding the lack of clear responses from Mayor Clayton to what appeared to be simple inquiries—impressive students!

2) Contract Between Wall Township and Government Strategy Group, Effective January 1, 2025, for Assistance in the Appointment of Acting Township Administrator:

The agenda from February 27, 2024, includes a placement fee of $3,900 and a monthly oversight fee of $3,500 for the period beginning January 1, 2025. It is necessary to obtain further clarification regarding the specific services that Government Strategy Group will provide in exchange for these fees via a signed contract.
