Requested Format:
Spreadsheet format (Excel/CSV) organized by municipality, ward, and voting district (ideally format with section headers per voting district, consistent with standard NJ voter file layout). If spreadsheet format is unavailable, any structured machine-readable format is acceptable (including pipe-delimited or fixed-width text). If these options aren't possible, the next best format is fine as well (such as PDFs). Include any file layout specification or data dictionary if maintained separately.

records must be balanced against the County of Morris’ interest in
nondisclosure. See Loigman v. Kimmelman, 102 N.J. 98 (1986). The
