Good Morning,

As of September 3, 2024 OPRA has been reformed. While you are not required to fill out the official form (attached), the written or email request must include certifications as to whether requestor was ever convicted of an indictable offense, whether the request is for a commercial purpose, and whether there is a pending discovery request seeking the same records. Your request currently is not valid as those certifications are absent.

In addition, effective September 3, 2024, requests regarding emails has been updated to state: "A custodian shall not be required to complete a request including for, but not limited to, mail, email, text messages, correspondence, or social media postings and messages, if the request does not identify a specific individuals or job title or accounts to be searched, a specific subject matter, and is not confined to a discrete and limited reasonable time period and a specific subject matter, or if the custodian determines that the request would require research and the collection of information from the contents of government records and the creation of new government records setting forth that research and information. It shall be sufficient for a requestor to identify specific individuals by the individual’s job title and position." This excerpt was taken directly from the statue (attached).

Please update your request to include the certifications and include a clarification to the email portion of your request.

Dear Manchester Township,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

Records requested:

-A record of all complaints filed in the year 2024 from twp employees against Ridgeway Chief Michael D. Trimarchi

-police reports filed in the years 2022-2024 against Michael D. Trimarchi

-Emails and letters sent to Ridgeway Chief Michael D. Trimarchi from Manchester Twp employees between 7/1/24 and 10/8/24
