Dear Lawrence Township (Mercer),

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

Attached please find documents in response to your August 21, 2025 OPRA
request.  However, some documents were not able to be released due to
attorney-client privilege.  Please see the response from our Township
Attorney, Arthur Sypek, Esq., with regard to this issue:

 

Dear Anonymous, 

 

This communication responds to your recent OPRA request seeking "email or
written communications between any member of the town council or the
entire group of the town council and the Municipal Manager or Jack Oakley
in reference to the fire department response or the pending fire study
since January 1st, 2025.

 

Access is granted in part and denied in part as follows:

 

• We are producing the attached records, which are not covered by the
attorney-client privilege.

 

• We are denying access to other communications because the responsive
records consist of communications within the
attorney-client privilege, which OPRA exempts from disclosure.  See
N.J.S.A. 47:1A-1.1 et seq.   

 

You may appeal this determination by (a) filing a Denial of Access
Complaint with the Government Records Council, or (b) filing an action in
the Superior Court within 45 days of this denial.  See N.J.S.A. 47:1A-6. 
 

 

However, please be aware that under recent legislation signed by the
Governor, you can only file such an appeal by revealing your full identity
in any of the appeal documents.

 

This concludes the Township's response to your request.
