Code Violation List Request
Dear Avon-by-the-sea Borough,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL use the requested government records for a commercial purpose (Real Estate).
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Code Violation List Request for 06/18/2026 to 07/20/2026. I kindly request a list of all UNRESOLVED or OPEN code violations (please do not include closed violations) for all properties in the city during this time period, specifically related to property maintenance, structural issues, and weeds. Please include descriptions of the violations, property addresses, and violation dates. I also prefer for the document to be sent here in OPRA not in my email (sometimes it does not appear in my inbox). Thank you so much!

Borough Code #88-1 Property Maintenance-Roof Issue
210 Roosevelt Avenue (11/13/2025)
Borough Code #142-16-Failure to Clear Sidewalk of Snow (Snow event of
1/24/2026 to 1/25/2026)
Town-wide project: The Borough sent Notice of Violation Letters to 38
properties.
31 homeowners complied and cleared their sidewalks.
Enforcement action, via summons and complaint, against the 7 homeowners
who did not comply. Summons were issued on 3/2/2026.
The matter is open, and pending adjudication in court.
Borough Code #136-23: Sump Pump Improperly Discharging
36 Garfield Avenue. Ongoing issue. A summons for improper sump pump
discharge was issued to the homeowner on 06/02/2026. Pending adjudication
in Avon Municipal Court.
Borough Code #113-22G Glare
801 Ocean Avenue. Neighbors are complaining concerning glare from 801
Ocean Avenue's outside lights.
Active investigation as of 7/22/2026.
Borough Code #113-12 Outdoor Cooking Prohibited on Balconys.
24 Garfield Avenue has a cooking grill on the second-story balcony.
Active investigation as of 7/22/2026.
