Code Inspections, violators, and inspectors
Dear Elizabeth City,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
1. Employment contracts, disciplinary records, and total compensation salary, bonuses, etc... of each employee working in the Health and Housing Division.
2. All training and certifications of all code inspectors in the Health and Housing Division in the related to the execution of their duty/role. For example: abetment inspector certifications, fire inspector certifications.
3. Any handbook/guidebook/training materials/memo's/Operating Procedures provided to employees of the Health and Housing Division by the City of Elizabeth pursuant to the execution of their duty/role.
4. Any and all complaints filed against any employee both internally and externally of the Health and Housing Division in the last 3 years.
5. Any and all Names and case numbers of lawsuits and settlements in which the City of Elizabeth and or any of its inspectors are named in related to the role of the Health and Housing Division.
6. The records and details of any and all complaints filed with or handled by the Health and Housing Division related to addresses located on Fanny Street, Alina Street, North Ave Louisa Street, and Fairmount Avenue; between Spring St and Newark Ave in the last 3 years of all streets named herein.

To which specific point in the request are you saying there are no records specifically? I would find it extremely disturbing if the inspectors performed inspections without any training or certifications. I know for sure city employees must undergo training in several HR-related matters. I would kindly ask for you to re-review points 1,2,3,4,5 in my original request. Also, many of the violations are missing the origin of the complaints in the PDF listing violations. I also did not see any pictures attached to the violations entered; why were they not included? The Excel sheet also does not state Any compensation the employees received apart from their salary. If it makes it easier, I would only like the total amount of money given to each employee by the city going back to 2023 to the current only.
